Will using 7.62x39 123gr projectile and powder charge in 303 be safe due to low case fill?

The charge difference between the two rounds is approximately 10-15 grains. Average 22.0 for the 7.62x39 using the 123grn bullet and 38.5 for the .303 using the 125grn. For plinking such as you intend to do and your  concern about low powder fill,(possible flash over) after filling the 303 cartridge with 7.62x39 powder,take a little bit of a cotton ball and pack it into the 303 case and then seat the 7.62 bullet. All you will end up with is a subsonic round,low pressures, and reduced recoil...

The average powder charge of 10 rounds 762x39 was 25 grs. I was thinking about using 4 762x39 powder and load 3; 25x4/3=33 grs to eliminate the possibility of flash over.

I did expect it would go subsonic; was thinking around 1800-1900 FPS from +2300.  Should I watch out for stuck bullet?

Edited for your safety!!!Many years ago Sierra had a squib/plinking load for a 100grn 308 caliber plinker bullet in a 303 case. 40-42 grains of IMR 3031. It was recommended to put a small bit of cotton batting over the powder charge before seating the bullet to avoid (possible) flash over.  I have shot this particular load quite a bit and have never had an issue with flash over or a stuck bullet. 
Look at it from this perspective. 
You are wanting to fire a .311 diameter bullet through a barrel designed to shoot a .311 bullet. Albeit the powder charge is reduced by more then 15 grains on the average and the bullet weight is reduced by 51 grains from the standard 174grn military bullet. The results will still be the same,as in the rifle will fire that round and it will exit the barrel, and it will hit something placed in front of it.

Did a lot of reading in the last few days on 303 reloading topic. Then, came across flashover issue with which I never heard of until now.  It is sill a big puzzle to me.  I have been using Unique powder since mid 70's on 12 gauge shotshe!!, 38 special and 357 magnum, 9mm, 38 S&W.  In 38/357, the case fill is always around 45 to 55% at best from the book and never came across or heard of flashover. I did hear and read about W296 should not be lower than recommended minimum charge when I start reloading 300 BLK.  I stopped reloading Win 308 and 223 (5.56) because of low ammo cost in recent years.

I do like to hear from you and other members regarding 303 british using ~12 grains Unique with light cast and plated bullets, especially the 123 Gr Berry plated for plinking; and cotton ball fill if necessary. I don't plan on reloading jacketed rounds as I find PPU factory round is quite reasonable at about 70 cents per.

Ordered 9 oz trailboss and Berry Plated 0.311 123 grains. This should give me what I want. I believe I now can take my grandchildren (10 and 12)out shooting other than 22LR.  My 12 years old granddaughter has no problem handling my Henry Big Boy in 357/38 load; Trailboss 303 load should be similar to 38 special 20" level gun in recoil.

She loves shooting the No4Mk1 and AR15A2.

Trailboss 12 grains; Barry 123 gr projectile - very soft recoil 
7.62x39  AK pulled 123 gr and powder with cotton ball filler - slightly more recoil than the above.
