I went to the range this morning. 45° with winds under 2 mph. 
The rifle had the bipod and sling in place, "as pictured." I used 30 rounds of the Match M852 7.62mm cartridges. 5 shots on each corner and ten shots in the center. Each square is exactly 1" and this was done @ 100 yards. The spread of the ten rounds, top to bottom and side to side measures .957 x .928. The scope is a fixed 10x40 Bushnell Tactical with the barrel free floated from the stock. Not too shabby for homegrown...

Excellent shooting. I have a longbranch in 7.62 that I hope will shoot that well someday.

Now that is some awesome target work! My No4 doesn't do that well from 50 yards....but most likely due to pilot error LOL.

If the LE’s shoot this good with a free floating barrel, why on earth did they go through all the trouble of getting up pressure on the muzzle?  The No. 1 rifle was even trickier to set up “correctly”.  

These rifles will certainly shoot MOA groups, as long as the operator is up to it…

It might have something to do with the barrel britrifles. 
It's the Canadian Arsenal 7.62mm made 6 groove 1'10" RH twist with a chromium hardened molybdenum alloy. It's .025" thinner all the way around where it steps up from behind the front sight back to the reciever. However, it is stiffer than the 303B No4 barrel...
