Because of the nose cap design of the Ishapore rifle is it possible or desirable to free float the barrel?

I think the answer is no with the original (thin) because it does need the wood and the springy caps inside the wood pushing the barrel at certain positions to control the harmonics.

Nope. There are several devices that allow barrel harmonics to work with variable loads for compensation of trajectory. Free, or rebedding will loose that feature.
