bolt mounted safety

   I have a 1903 LSA No.I with the bolt mounted safety....its a sporter; it came to me as a sporter; it was already cut down with a 25 calibre barrel.....my problem is, to engage the safety you have to pull the cocking piece back about another 3mm ( 1/8" ) to be able to lift the safety lever up.
Obviously this is not right....can anyone tell me what the problem is and how to fix it ?
