#0000 steel wool does not scratch. It's the dislodged rust particulates that if not flushed with a penetrating oil while addressing surface rust WILL SCRATCH . Using Fluid film is a post cleaning protection as it's thick medium holds the dislodged rust particulate in the wool and will work against the remaining metal finish you are trying to save.

the Big 45 pads dont scratch or remove finish only the rust prior ttp applying wax , they are reasonable on line but and last quite a while ,
