My two latest Enfield rifles are target rifles.  One is an Envoy and the other a No.8 Match model.
 
The front sights take the same element ( The Envoy has a Alfred J Parker 'Matchmaker and the No.8 is unmarked)
 
Now the question. Both rifles have a storage device on the butt cap for sight elements but in both cases the elements are too large to fit.?????
 
Any ideas why?

you sure they are not for cleaning kit ? that was most common ,

Stanforth.
From left to right. PH-1, FS-21, Matchmaker. The original front globe sights were Parker Hale. The Matchmaker inserts are 0.688, whereas the PH inserts are 0.597. I am assuming the brass insert holder in this picture is what you have.

Correct. The brass holder is the same as my two.
The front sight on my Envoy ids similar to your matchmaker (centre) marked 'Matchmaker '.. 'Alfred J Parker Birmingham'.
The question is , why do the elements for those sights not fit in the brass holder? The only answer I can think of is that the holder was made for the acrylic elements that don't have the locating tabs.

The one on the left and the one in the center are both Parker Hale. The element just above the brass holder is for the PH sights. The sight to the far right is The unmarked Matchmaker with its corresponding sight element. Both have the locating tabs but the PH insert is smaller. The PH-1 and the FS-21 are smaller then the Parker Hale Matchmaker

Might the holder be for a Lyman or something using a smaller element? Is it marked AJP or Parker-Hale?

The point is that the sights on both of my rifles are 'as issued' and the holders are 'as issued'.
 
I have spoken to other Envoy owners at Bisley and they have the same experience.

I have exactly the same issue on my L39A1 as well. The Matchmaker front sight has blades that are around 17mm and the one remaining blade in the holder is around 15mm if my memory serves me correctly. However all part's appear original to the rifle.
For the Match maker front sight I only got one blade with the rifle; which was the very thick single blade type. I got a complete set of new sight blades from Lee Shaver Gunsmith in the USA. 
These blades were I believe listed as Anshutz, but fit perfectly. They are slightly thinner than the originals, but that has no effect on the function.
As the new blades can't fit in the capsule; I use an old film capsule with the blades set into a small piece of foam. This keeps them safe and untangled.
The sight at the far right is the original fitted to the rifle when I bought it.

It's nice to be important, but it's more important to be nice!

That's odd! Lee Shaver says his sight elements are 15mm?
I wonder where they measure this? across the element or across the tabs?
Might these fit?

"Sight Insert Card for Small Redfield front sights.

This is my PH-1 globe sight. The elements are 15mm, across the element.
This is my PH Matchmaker. The elements are 17mm across the element.
