I would be cautious of low density smokeless powder loads.  Some powders are fine for this purpose (like 4895); some are not.  Not likely we know what powder was used in the 7.62 x 39 cartridges.  If it were me, I would use a known powder type and use minimum charge weights from published load tables.

3rd military district , victoria , my 1915 BSA mkIII is so marked as well , it served in both wars , this was its WWII service ,
